A company needed 200 qualified workers who were also willing to work. Unfortunately, this appeared to be very difficult in Panama.
A dirt road of 40 km through difficult and steep mountains, where all the material needed to moved over. In Panama no carrier had special equipment for that.
Cultural differences in how western managers think and how Panamanian workmen acts.
